At HKRFI, we believe that informed policy discussion drives better policy decisions and societal progress. Diverse perspectives enrich our understanding of the issues at stake, for the benefit of the people. While firmly upholding the principle of “one country, two systems”, we believe there is much room for greater engagement of the public to genuinely examine matters that concern our citizens in building a more vibrant and prosperous society.
We also believe that the spirit of reform has universal value. As the world as a whole enters a turbulent stage, much remains to be done to make it a more just, equitable place for all inhabitants. The trials and tribulations of other civilizations serve as useful reference for us as we navigate our way forward, and we pay attention to these happenings as well.

Rosy Yang has more than a decade of experience in Hong Kong’s public sector, including serving in the Chief Executive’s Office of two successive administrations. She graduated summa cum laude from the Princeton School of Public and International Affairs, and was elected early to Phi Beta Kappa. She was also an inaugural Schwarzman Scholar at Tsinghua University from 2016-2017. She received 10As in the Hong Kong Certificate of Education Examinations.
